GOC2021056 - Security System Upgrade

Statement of Work/Overview:
The Winnipeg Parole Office currently has several electronic monitoring systems, some of which are aging and have become borderline obsolete and difficult to repair. In addition, the off site monitoring of the current systems is being done by one of the other building tenants and this agreement is soon to be terminated. The goal of this project is to assess, upgrade and integrate where possible, all of the current system elements, being: Portable Personal Alarm (PPA), Fixed Point Alarm (FPA), Electronic Intrusion Detection System (EIDS) and the Electronic Access Control System (EACS). A full assessment of the all current systems is required in order to determine which components of these existing individual systems may be able to be kept in place and integrated with the recommended upgrades. The advice and design capabilities of an alarm systems specialist will be required. The expectation is to have a system with all elements fully functional, upgraded to current standards, integrated where possible, controllable by the site and made ready for a new monitoring contract to be put in place by the CSC Parole District. Staff training on the new system components is a requirement. CSC occupies small area on the 2nd floor which currently is not covered by a security system. See Part Second Floor Plan shown on drawing AE02. This project is to include having this area fitted with a system and integrated with the main floor parole office system. Components of this portion of the system would include door contacts at the entry to the space, motion sensor(s) within and a control key pad for independent arming and disarming.

Additional Security Requirements –1. All perimeter glazing, such as window and doors into parole space, are to have a fragment retaining transparent security film applied. 2. The glazing currently located at the main reception counter is to receive fragment retaining transparent security film.3. Security Film is to meet ULC S332-93 Standard for Burglary Resistant Glazing Material consistent with RCMP Guide G1-003 Glazing.
