Description

A Carbon Neutral Study (“CNS”) for National Defence Headquarters (“NDHQ” or “Carling Campus” or “Campus”) was completed early 2020. This study outlined several scenarios to achieve Green House Gasses (GHG) savings on the campus. One of the recommendations is the construction of photovoltaic (“PV”) infrastructure to reduce the Hydro electrical demands of the Campus.
This project is to complete a feasibility study of the Photovoltaic recommendations in the report. This feasibility study will include investigation of the envelopes and structure, detailed life cycle costing and operation of PV technology, and interface with the electrical utility.

Proponents are advised that there will be an Optional site visit to be held on the date and times specified within the item 1.5 of the RFP. A maximum of one representative of each Proponent, or its authorized representative, are permitted to attend the Optional site visit. Attendees will meet the BGIS Representative at NDHQ – Carling, Guardhouse 2 at 60 Moodie Drive, Ottawa, ON. Site visits will be conducted in small groups. Proponents are advised that they must preregister via email to Olivier.Sanche@bgis.com before August 14, 2020 to be authorized to access the site. Failure to register may result in the Proponents representative being refused access to the site. BGIS will contact all Proponents that register and confirm the site visit time in the case when there are multiple site visit times. Proponents are only required to attend one scheduled site visit to be eligible to bid. Please reference section 1.6 in the RFP for further details.
