GOC373835-CS - KB06 - Property Condition Report (PCR)

A Property Condition Report (PCR) must determine the most appropriate management strategy for retention and maintenance of the property. An analysis of the inventory is critical to the effective and efficient management of Capital required for the property.
The intent of this document is to procure a coherent and detailed report establishing the actual condition of the property as well as remediation managing plan. The consultant shall outline the overall condition of a property, its individual components and recommend a ten-year coordinated program of activities to maintain or upgrade the property in a cost-effective manner. The result of a PCR must not be considered as a simple listing of consecutive projects but rather as a cohesive and complete program integrating all mechanical, electrical, structural and architectural projects following the recommendations of the consultant. Overall, this PCR is to be technically exhaustive.
The essence of a thorough assessment is to clarify and document the existing situation with facts. A simple visual inspection or an opinion based on the age of the component is not sufficient and does not meet the requirements nor the intent of this Property Condition Report. Stating that a piece of equipment has passed its life expectancy is not the kind of simple conclusion expected. Every system/component shall have a recommendation based on a Code requirement or an equipment supplier requirement. As so, consultants are expected to contact each equipment supplier and obtain relevant information regarding every system and report that information in the PCR. (Not suggest just a replacement, but alternative solutions to the problem must also be recommended).
It should be pointed out that the ground floor emergency exit do not fully meet the NBC pertaining to the exit dimensions with the respect to door width, rise/run of stairs, handrails size and design, and accessibility. Also the direction of the door swing could be a concern in some areas.
