GOC479345 – SDS Study to Replace Steam Heating System with Energy Efficient System
 
Scope of work includes but not limited to:

• GOC417991 - Perform an analysis of the energy efficiency of building systems and components as identified in the PWGSC National Call Letter Federal Sustainable Development Strategies (FSDS). The Energy Manager involvement is required to ensure consistency of delivery and audit is completed in the format approved by PWGSC. Refer to Terms of reference document for scope

• GOC479345 - Perform a study at the Main Office building to replace the steam heating system and associated equipment with estimated costs to replace the system entirely or partially with a high efficiency Hot Water System versus replacement with a new Steam System. Associated maintenance costs to maintain and operate a Steam System versus a Hot Water System and the requirement for licensed steam system operators should also be considered in the study. The study is to include an analysis of energy savings associated with each replacement option with a payback based on reduction in energy consumption and reduced maintenance requirements. Any auxiliary systems that may require steam and cannot be converted to hotwater or is cost prohibitive to replace  are to be identified and conversion to a partial hot water system is to be provided as an option to consider. Options to analyzed with estimated costs and efficiencies are replace entirely with a hotwater system, partial replacement with a hotwater system and reduced steam system and replacement with a new Steam system. Boilers were installed in 1971 and BCR indicates Units have exceeded their life expectancy; their efficiency is low compared to newer boilers
