Statement of Work/Overview:
Designated Substance Management Plan Updates for Various Buildings
Scope of work includes but not limited to:
To update the existing Designated Substance Management plans for 5 sites as follows:
- 98 Manitoba St., BRACEBRIDGE, ON P1L 2B5
- 25 Peter St. N., ORILLIA, ON L3V 4Y8
- 48 Owen St., BARRIE, ON L4M 3H1
- 44 Hurontario St., COLLINGWOOD, ON L9Y 2L6
- 74 James St., PARRY SOUND, ON P2A 1T0
Consultant to include using all previous plans and information from abatements. Includes testing of area's not previously tested but considered assumed. Consultants are not required to attend a pre-bid site visit, however the successful proponent will be required to attend ALL sites after award for testing/work and eventual reporting.
Consultant must also complete a project IAR (Investment Analysis Report) upon award. Template is attached (Appendix 11) for reference.

Clarification:
- QUESTION: The RFP is titled a “Designated Substances Management Plan Update”, but the referenced template reporting requirements only reference asbestos. Is this program to be inclusive of all 11 designated substances, or only asbestos?ANSWER: Proponents are only expected to report on “Asbestos” ONLY, NOT all 11 designated substances.
- Please refer to the respective attachements for existing DSS and or Asbestos Reports for the various buildings for your use and reference. The below chart provides a summary of existing reports on hand:

- QUESTION: Can the square footage, # of floors, and date(s) of construction be provided for each facility?ANSWER: See above chart for building info.
- QUESTION: Is specialized lift equipment required to survey any materials at any site, or is a standard 6’ A-frame ladder sufficient to access all materials?ANSWER: No specialized lift equipment is required for surveys. 6’ A-fram ladder is sufficient.
- QUESTION: Will confined space entry be required for any of the update surveys?ANSWER: At present, there is no requirement for confined entry. In the event this requirement is requested, the project team will discuss with the successful proponent on appropriate provisions and extras.
- Based on the existing reports provided, please allow for at least 30 samples (including lead and asbestos) to be taken per location. Proponents must also provide unit rate pricing for additional samples, in the event that more testing is required beyond the 30 perscribed per location. To be completed in Table ADD No. 1 (below) *NOTE, the location of the samples will be at the recommendation of the successful consultant, in conjunction with the project management and property management team, upon award.
