Statement of Work/Overview:
6 Year Electrical Maintenance High and Low Voltage Systems & Arc Flash
Scope of work includes but not limited to:
Complete three and six year servicing of high and low voltage including infra-red scan, tightening and cleaning of connections, reporting of damaged and malfunctioning components as per PM job plans and schedule. Provide written cost estimate to replace or repair malfunctioning and damaged components discovered during completion of maintenance routines as requested by the Project Manager. Consultant to complete Arc Flash Assessment that will determine labeling requirements to replace temporary labels with permanent labels. Assessment to comply with requirements identified in CSA Z462-15 and other applicable Electrical Codes and Standards. Contractor to supply and install labels as determined by Arc Flash Assessment. Update Single Line Drawings.

Clarification: Q & A:
If possible for each site to have just two (2) site visits throughout the project. One at the beginning of the design and
one at the end of the construction. This cuts down on cost and has been adequate on other similar 6-year electrical
maintenance jobs. Everything else was done through teleconferencing? Answer: MS - We require at a minimum of
3 site visits per project, beginning of Design, Tender and end of Construction.
Consultant carries the Infra‐red scan / ARC flash testing. If we are to include in our price it will be very expensive
because the sites are not familiar to us now and eventually the contractor who is awarded the project, might even
have the services in house. Answer: MS - The Consultant is to Tender the IR and Arc flash study to various
contractors after their investigation work. This will allow for a more competitive price and less guess work. Please
provide a cost allowance in the latest revised RFP for consulting services under cost breakdown per GOC# as
below. Cost allowance for an IR Scan and Arc flash for Six Year electrical Maintenance project is 15K per site.
Please include this in your fee breakdown per GOC# (375649/418012/418016 & 418019). We need scanning done
during the summer months / ASAP, which is why we want the awarded Consultant to carry this cost. Consultant to
provide tender results to Brookfield GIS.
Does Brookfield have a maintenance plan and schedule to show which equipment are required to be serviced?
Answer: MS – Job Plan Report attached.
Does Brookfield have a copy/example of the maintenance report they are expecting? Answer: MS - No.
Can Brookfield provide the buildings single line diagram? Answer: MS - Single Line diagrams will be provided to the
awarded Consultant. Single Line diagram is posted on the electrical room wall at each facility.
When completing the arc flash surveys and the preventive servicing, can we consider that all 4 sites be done
consecutively? Answer: MS - All sites are to be completed at the same time.
In Appendix 1, Consulting Services to be included if checked sections encompass project management, design,
construction management, bidding support and contract administration services for the 6 years contract duration
whereas Appendix 4 Commissioning Requirements and scope of work for consultant – Objectives of the project
lists only one three year and one six year servicing of high and low voltage with infra-red scan, cost estimates and
arc flash studies with new labels. Answer: MS – Consulting Services to be included in this RFQ are project
management, design, construction management, bidding support and contract administration services.
Please confirm if our understanding of the required scope is correct:
1. 2 servicing visits to each of the 4 buildings. One in three years and one in six years. Answer: MS –
This is a one year project, there is no requirement for the consultant after the work has been completed.
The Consultant is to engage an Electrical Contractor to conduct & complete infrared scan in the summer,
during air conditioning season so as to capture extra loads; and once all data (i.e. Arc Flash & I.R. Scans)
are collected; tender project to Electrical Contractors to complete the ‘De‐Energized Work’ in October.
Anything that is emergency/life safety/impacting base building system should be done right away. All the
rest should be part of the tender for contractor’s work.

MS – Yes this a requirement of the project.
2. Arc flash study to be performed after contract award with new labels to be supplied and installed for
the 4 buildings. Answer: MS – Yes after Consultant contract award.
