Description

The proposed project is a study to investigate the feasibility to decarbonize (eliminate GHG emissions of) the PDP III parking garage. Following the Project GHG Options Analysis Methodology, the consultant shall investigate different solutions to decarbonize the parking garage. In addition to the guideline, the developed solutions will need to account for/solve other factors i.e but not limited to: end of life of equipment, operational challenges (lighting fixture integrity and control or other), electrical capacity and other ongoing projects. If applicable, the consultant will identify and support BGIS in any applicable incentive program for feasibility study (i.e Hydro Quebec) and identify/cost potential incentives for the decarbonization program that will follow.

Proponents are advised that there will be an MANDATORY site visit to be held on the date and times specified above. A maximum of one representative of each Proponent, or its authorized representative, are permitted to attend the MANDATORY site visit. Site visits will be conducted in small groups. Attendees will meet the BGIS Representative at Place Du Portage Phase III - 11 Laurier St. Gatineau. BGIS will contact all Bidders that register and confirm the site visit time in the case when there are multiple site visit times.

All individuals attending the site visit must bring their Protective Equipment (PPE) such as safety shoes/boots, safety vests, hard hats, safety glasses, etc. Individuals without the appropriate PPE will not be permitted to access the site.

Additional Bidding Instructions

BGIS would like to bring your attention to the following section of the RFP Lite. The limit of pages that will be evaluated for this project is 14 pages. Any bid response that exceeds the 14-page limit will only have the first 14 pages of the submission evaluated.

3.3.1 Proponents shall respond to the Mandatory and Rated Requirements outlined in Part 4 – Proposal Submission Requirements and present their Technical Proposal in the format specified and in compliance with the page count stated in table 4.9 “Total Page/Weight”. Information provided on pages beyond the stated limit will not be reviewed and evaluated. BGIS will count from the first page of the Technical Proposal (excluding Mandatory Requirements) until the total number of pages allowed is reached. BGIS will not review any pages that exceed the limit. Mandatory requirements should be submitted as the first document(s) in the Technical Proposal but shall be excluded in the page count.
