The purpose of this Request for Qualification is to select Qualified Contractors for an Invitation to Bid for the following Work:
HVAC Upgrades Phases 2 and 3 to include:
1) Retrofit of approximately 215 VAV boxes from mechanical regulators and pneumatic actuators to digital controllers and electronic actuators
2) Replacement of approximately 132 pneumatically actuated control valves with new electrically actuated control valves
3) Replacement of three air handling units with new modular air handling units
4) Replacement of three water cooled AC units with new split-type AC systems
5) Replacement of three fan-coil heating units with new
6) Replacement of several washroom exhaust fans with one new common fan and duct system
7) Replacement of ceilings in areas of levels 1, 2, and 3
8) Replacement of integrated lights and air-troffers with new ceilings, lighting and HVAC diffusers on Level one.
The Project comprises primarily Mechanical system upgrades complete with the related Electrical, Architectural, Structural, and Technology disciplines. The New Westminster Courts operations must be maintained throughout the construction process. The work takes place generally in all areas of the Courthouse.
The attached two page Work Execution Plan provides suggested order of completion for the various components, and potential estimated periods of time to complete the work.
It is the expectation of Brookfield GIS WSI that there will be a Site Superintendent assigned to the Project who is the individual who will be the 100% full time onsite representative of the Mechanical Contractor. It is noted that due to the nature of the operations of the Courthouse that the majority of work will have to occur after normal working hours and weekends. The Site Superintendent will be responsible for all work schedules, direct access arrangements with Paladin Security, and providing weekly status updates and projections of work and location of work for the following week for distribution to all.
The Invitation to Bid package will be issued to the Qualified Contractors within two (2) to four (4) weeks of close of the RFQ.
The proposed construction schedule is as follows:
Start Up Meeting February 20, 2017
Construction Start May 1, 2017
Substantial Completion October 31, 2017
Total Completion November 30, 2017
Courthouse Security Clearance
All employees and service providers, including contractors, sub-contractors, and consultants working on courthouse projects, working within public or non-public areas of court facilities, or within non-public areas of stand-alone Crown counsel offices, shall be security cleared according to this courthouse security clearance process.
The successful proponent will be responsible to ensure that all individuals who will be onsite to complete the work already have the necessary Courthouse Security Clearances or alternatively that the security clearance applications are completed correctly and in full immediately following the award of the contract. Individuals will not be allowed onsite to perform the work until all security clearance requirements are completed and approved.
Upon receipt of accurately completed forms the estimated processing times are 2 to 6 weeks.
Process requires submission of Disclosure Form, clear complete copy of the front and back of a piece of identification with the applicant’s picture as well as a credit card form for the mandatory $20 charge per individual.
All security clearance forms and instructions are contained within the Invitation To Bid package for review during the tender period.
