The intent of this project is to build detached insulated garage (approximate size for Stonewall is 30x38, the others are 30x30), for RCMP's operational use. Stonewall detachment to have a different design (i.e. longer and taller than other garage builds. Different vehicles to be stored). No EV electrical infrastructure required. RCMP Sustainability requirements to apply, as these buildings are heated (e.g. unit heater hanging from ceiling). Civil work would need to be done prior to the building, ensuring a solid foundation (slab on grade, no oversized vehicle) and adequate drainage. Electrical would require at a minimum a 100 amp panel but depending on what operational activities are to take place in the garage, the panel may need to be upsized. No EV electrical infrastructure required. There is no building automation in the detachments. A unit heater would still be required. CAT6 lines should be run from the detachment for security. Garage build sites at: GOC04456 - Ste Rose du Lac, GOC04465 - Swan River Detachment, GOC04462 - Stonewall Detachment and GOC04403 - St Pierre Detachment. Lifecycle costing analysis based on the GHG Options Methodology will be completed for all garages. The consultant shall complete a lifecycle cost benefit analysis using the "Guideline-Project GHG Options Analysis Methodology" to assess energy and greenhouse gas emission performance of at least four design options. The LCCA to determine feasibility of designing the building to be net zero carbon or net-zero carbon ready. The consultant shall complete a climate risk and vulnerability assessment (CRiVA) during project design and incorporate climate adaptation measures as needed. Refer to Requirements document and CRiVA SOW issued with RFQ documents. DB/TI/Business Case were waived by RCMP. Include cost for winter investigation as required.                                                                                                                                                               RCMP confirmed the following: CORCAN would no longer be involved. 5” slab is likely insufficient. It is noted that an 8” thickened edge is required on the plans. Ventilation is not required, as RCMP will not be storing 5 or more vehicles. Topo survey should not be required (remove topsoil, add base up to appropriate grade). Should aim to begin construction before Aug 31 2026. Ceiling fan not required. HVAC not required. CO and exhaust only required if a code requirement.
Ensure compliance with latest applicable Code requirements. Provide Design based on best "Value to Canada"/Minimum Viable Option (MVP).
Scope of Work includes but are not limited to: 1. Construct a Garage for RCMP Operational Use. Build a new approximately (Stonewall is 30x38, the others are 30x30) as or as per RCMP's requirement, at each RCMP detachment to support operational activities. 2. Ensure Compliance with RCMP Fit-Up Standards noncombustible siding/door requirements run a CAT6 (rough in) for card readers. Design and construct the garage in accordance with the RCMP’s PMM 3.3 Building Standards and Guidelines ("Unclassified Version"). 3. Install Essential Mechanical and Electrical Systems. Equip the garage with a heating system (e.g. unit heater), if Code requirement, install carbon monoxide detector(s) linked to an exhaust fan, and a minimum 100 amp electrical panel (with possible capacity upgrade based on operational needs).4. Complete Required Civil Work. Perform necessary site preparation to ensure a solid foundation and proper drainage for the garage. 5. Install Functional Access Features.
