Statement of Work/Overview:
 
GENERAL SCOPE:
As this project is a Sustainable Development Strategy (SDS), requirements noted in section 2.17 shall apply.  The consultant is responsible for the entire process including investigating any available incentive money and to include that in the IAR’s financial analysis of each proposed option.  This includes calculations quantifying anticipated energy and water savings and payback as noted in section 2.17.
The consultant’s IAR and design shall include clearly identified assumptions including both cubic meters of water (M3) and as applicable any Greenhouse Gas (GHG) savings due to anticipated reduced hot water usage. Calculations shall be included by the consultant to support the utility saving figures.  In addition, the IAR shall include a space specific, water fixture inventory summary of all the building’s water fixtures (toilets, urinals, faucet sinks and showerheads) by location, rated water consumption, quantity and assumed annual M3 of usage.  This inventory shall also note any special water fixtures required to meet accessibility regulations.  This water fixture audit shall also include indicative or sample water flow measurements to establish existing conditions.
Neither the consultant’s IAR nor designs shall name or recommend specific water fixture manufacturers or their products.   Bidding specifications will be open to allow consideration by all bidders.  Having recognized this restriction, the consultant shall none the less arrange as part of the IAR development work to test specific water saving toilets and urinals in mock-ups.  The purpose of the mock-ups is to test sample water saving products for functional purposes such as but not limited to a) establishing existing and post-retrofit water consumption, and b) ability of the water saving device to function properly in an actual installation. 
The consultant is responsible for all costs associated with the mock-ups and for arranging their installation and to coordinate such with the local Property Management (PM) team.  This shall include if required the cost of removal of mock-up test toilets and urinals.  The testing shall include a minimum of one mock-up area as selected by the PM.  A minimum of 1 new toilet and 1 new urinal will make up the mock-ups.  Both the quantitative and qualitative results of the mock-ups shall be included by the consultant in the IAR or design providing supporting evidence for the consultant’s recommended option.
Toilets and urinals replacement options shall only consider complete fixture replacement with new.  Water saving retrofit kits intended to be add-on to existing toilet or urinal fixtures shall not be considered.
Where available, the consultant shall be provided with an electronic copy of a recent building energy audit.  The water conservation measure(s) contained in such an audit would provide information support the retrofit of the building’s existing water fixtures.  This may be used as background information by the consultant; however, the consultant is still responsible for verifying actual site conditions.  Further, costing presented in the energy audit especially assumptions such as use of site maintenance staff for installation shall be disregarded.  Cost estimates provided by the consultant shall assume installation by third party contractors.
As noted elsewhere in the requirements document, the consultant’s proposed design shall meet all regulatory requirements of Public Services and Procurement Canada related to building systems.  This includes matters related to washroom accessibility (specifically toilet and urinals).  As such, the proposed design option shall include cost allowance for any required specialty low water usage accessibility toilets and urinals.

Clarification:
Question: What is the size of the building in square meters and # of stories? Are existing drawings
available, i.e. plumbing drawings?
Answer: The square footage of the building is 2988 sq. /m. The building has 2 floors above grade, 1
basement and 1 sub-basement. Drawings are available for all mechanical. I.e. plumbing.
ALL OTHER ITEMS, TERMS AND CONDITIONS REMAIN THE SAME.
