Statement of Work/Overview:
A request has been made by Public Works of Canada to address the electrical maintenance within the Federal Office Building of Canada located at 1050 Notre Dame Ave., Sudbury, ON.

The scope of the project pertaining to the 3 & 6 year electrical maintenance high and low voltage systems at the federal office building (Taxation Data Centre) at 1050 Notre Dame Ave., Sudbury, includes, but is not necessarily limited to, the following scope of work:

Inspect, clean and document as found conditions on electrical and mechanical equipment.
Compare equipment nameplate information with the latest single-line diagram; report and fix discrepancies.
Check for roper anchorage, clearances, physical damage and proper alignments.
Inspect and clean all bus connections.
Tighten and torque cable in lugs as per cable manufacturer recommendations.
Verifying for proper installations.
Verification of appropriate lubricant.
Exercise main air circuit breakers and tie breaker to verify their operability.

Refer to consultant generated plans and specifications for further detailed scope of work.

Further clarifications:

The impedance values on T1 and T2 existing transformers is 3%. The preventative maintenance is required as part of this project’s scope of work.

The contract of the successful contractor calls for one time 6 year complete maintenance, the 3 year scope is also part of the 6 year work.
Similarly, infared scanning is to be carried out only once by the successful contractor.

Clarification:
Q1: Is the full building maintenance shutdown in one
shutdown or section by section through the year.
A1: This project is a onetime project that happens
approximately every 6 years. There will be one major
shutdown to conduct the required Preventative
Maintenance (PM) as specified under specification
Sections: 26 05 26 & 01 11 00.
Q2: What date(s) do you perform the shutdown
(daytime, night time, weekends, or does the tender
gets to pick the date and time)?
A2: The power shut down will be scheduled during
one weekend from Friday night to Monday morning.
During this period all required PM will be performed
including repairs, replacement, testing etc. The
awarded Contactor must have adequate electricians,
tools and resources to complete the work within this
window.
Q3: Is the ATS, generator and fire pump
maintenance to be included part of this bid?
A3: No.
Q4: Can you confirm that you want all HV related
work to be performed by the local utility power
provider as per scope of work point 6? If so, how
A4: Bidders are to carry a cash allowance of $6,000
for Power Utility Services.

much cash allowance should we carry for this?
Q5: Section 26 00 00 item 1.12.3 states ‘Contractor
shall provide final approvals from Power Authority,
ESA and pay all fees. Use approved cash allowance
for separate itemized units’ but there is not a cash
allowance provided, can you provide the amount to
carry?
A5: Bidders are to carry a cash allowance of $500
for ESA fee and $6,000 for Power Utility Services as
per response “A4” above.
Q6: Should the price for installation of the arc flash
label be included in this price?
A6: Arc Flash and Coordination study for this
building is already completed by Stantec. Please
refer to section 01 11 00.
Q7: Scope of work point 11 states that breakers and
feeders needs to be replaced. In order to properly
quote these work, we need to measure the distance
for all cables. Also, given that the bid is for 3 to 6
years maintenance, should we include the price to
replace all breakers in this bid?
A7: As part of this tender bid, price to deliver all
items stated under point #11. Contractor must
investigate and understand the complete scope of
work prior to bid pricing.
Q8: Section 26 05 26 item 11 states to coordinate
with Stantec Consulting Limited during the scheduled
building power shutdown period to verify and adjust
trip settings, is a there a cost to be carried for
Stantec’s services?
A8: No, Stantec has completed infrared scanning
work and Arc Flash/Coordination studies for this
building. The study documents are under bid
document Appendix-C. The arc flash labels will be
prepared by Stantec and couriered to awarded
contractor to be installed on the equipment and the
breakers trip setting will be done by the awarded
contractor as per the setting data in bid document
appendices. Refer to study Appendix D under the bid
Appendix-C.
Q9: Section 26 00 00 item 1.33.1- 60kw generator
for temporary power during shutdown, can you
clarify what is to be fed by it?
A9: During power shutdown weekend, life safety and
essential loads shall be connected to this generator.
To be coordinated during construction with facility
management with awarded contractor.
