GOC920951/GOC920952-PAL-RFP - Consultant Services - Carbon Neutral Study @ 2 Locations (Toronto & Hamilton)

Statement of Work/Overview:
BGIS is inviting qualified consultant firms to provide professional services for GOC920951 & GOC920952 Carbon Neutral Studies in Toronto & Hamilton, Ontario, Canada. This is a one-step two envelope electronic submission process (Technical and Financial) to select the highest ranked consultant firm.
BGIS is looking to hire a multidisciplinary team of advisors to conduct a carbon neutral (i.e. deep energy retrofit) study for the buildings located at 200 Town Centre Crt., Toronto and 55 Bay St., Hamilton, Ontario. Specifically, the investment required to complete these energy retrofit projects to improve the building’s energy efficiency in comparison with the energy efficiency of the reference buildings needs to be analyzed, evaluated and determined. The buildings will continue to house federal tenants, in compliance with all appropriate codes, standards and policies and in accordance with the requirements of the competent authorities.
The Consultant shall integrate energy, carbon neutral, sustainability, and health and wellness measures/objectives into a single, cohesive and balanced set of options. This aligns with the Federal Sustainable Development Strategy (FSDS) 2016-19 and Public Services and Procurement Canada’s (PSPC) Real Property Service 2016-19 Business Plan.  These emphasize reductions in greenhouse gas (GHG) emissions.  As part of the FSDS, the Government of Canada committed to reducing GHG emisions by 17% by 2020, and 40% by 2030 when compared to the 2005-06 baseline.  In addition, the Real Property Services Branch of PSPC has committed to initiating measures to achieve a carbon neutral portfolio by 2030.
BGIS requires professional consulting services to develop a feasibility study of four (4) options in detail, propose potential measures and solutions for each option, and recommend the best solutions in the consultant's opinion for each of the four options to be studied.

Addendum #2
Clarification:
Q1: Section 4.2.2 states that “the Industrial Security
Requirements are identified in the attached Security
Requirements Checklist.” A SRCL does not appear to
be attached to the RFP. Would Brookfield please
provide the SRCL?
A1: The Security Requirements Checklist referred
to in Section 4.2.2 is APPENDIX B: SECURITY
REQUIREMENTS. A blank SRCL form can be

Q2: Are sub consultants who do not require access to
the physical project site but do require access to all
information about the project (drawings, specifications,
etc.) required to have DOS clearance at the firm level
and personnel cleared at the Reliability level?
A2: Yes. DOS and Reliability Clearance is still
required for all personnel requiring access to project
information (including drawings, specifications, etc.)
Q3: We would like to request that the limitation of
liability (on first party claims) be reduced from the
$20M to $2M as has been done on prior BGIS
opportunities.
A3: The descriptions, terms and clauses found
within the contractual documentation (including
Supplementary General Conditions), will not be
modified at this time. It is intended that the
contractual terms required for this project will
not impact delivery of scope.
Q4: We would like to request that the obligation to
defend in the case of a third party claim (GC 14.10.2)
be removed as it presumes fault in the absence of a
determination of liability.
A4: The descriptions, terms and clauses found
within the contractual documentation (including
Supplementary General Conditions), will not be
modified at this time. It is intended that the

contractual terms required for this project will
not impact delivery of scope.
Q5: Can the requirement for a Level 2 thermographer
be relaxed to require a Level 1?
A5: No. A Level 2 thermographer is required.
Q6: Do all subcontractors that will be working on this
project require DOS Organizational Clearance, or only
those who will be on-site/have access to sensitive
material?
A6: Only personnel who require access to site
and/or require or will be exposed to sensitive
material pertinent to the building (including
drawings/specifications/reports, etc.) will require
DOS Organizational Clearance and Reliability at a
personnel level.
Q7: Please confirm that the meetings for this project
will occur at either 55 Bay Street or 200 Town Centre
Court.
A7: Bi-Weekly project status meetings may be
conducted via conference call. Workshop Strategy
Session locations will be determined post award at
a location most convenient to the key stakeholders.
Q8: In the interest of efficiency would BGIS consider
allowing for combined meetings? For example a
meeting held at 55 Bay Street could discuss both the
study at 55 Bay Street and 200 Town Centre Court.
