GOC388779-CHA-RFQ-CONSULTANT - Consultant - Electrical System Study and Condition Report

Statement of Work/Overview:
 
Complete the Electrical System Study and Condition Report as per The National Call Letter and PWGSC Statement of Work.  Provide complete condition assessment, prioritized recommendations and class D estimates to carry out any recommended repairs or replacement to all high voltage main transformer and switchgear, cables and buss ducts, motor control centres, main switchboard, power rectifiers and conditioners located in both 2301 Midland main building and Annex.

Clarification:
1) Closing date has been extended to Wednesday November 29 @ 2pm.
2) The RFP has the following statement: "Complete the Electrical System Study and Condition Report
as per The National Call Letter and PWGSC Statement of Work." Neither of these documents have
been provided as part of the RFP. Can they provided in order to have a clear description of the
scope of work and deliverables?
[BGIS] Please disregard. These documents do not provide any project specific information.
3) The RFP does not outline deliverables such as arc flash analysis, coordination study, or power
quality analysis. Will these be part of the scope of work?
[BGIS] No.
4) Can you provide a description of how this project fits with the standard 3 year and 6 year electrical
maintenance projects for the building?
[BGIS] The building is currently completing a 3&6 Year Electrical Maintenance project. Once the
report is complete (anticipated for mid-January) this report will be shared with the successful
proponent to be included in this study.
5) Are past reports available that have identified issues and repair work that has not been completed?
It was mentioned on site that IR thermographic scanning had recently been completed. I
understand that visual inspection of internals of panels and switchgear will be required. Will this be
able to be completed during normal working hours?
[BGIS] Two reports attached. Visual inspections can be complete during normal working hours
provided that a minimum of 5 days’ notice is provided and there will be no power shut downs.
6) Will a single line drawing in pdf format be made available? This is required for pricing based on the
quantity of equipment.
[BGIS] Attached (Main Building and Annex). Updated SLD from 3&6 Year Electrical Maintenance
project will be provided once complete.
7) We would like to make a request maintenance records for the Health Canada building PSAC
project.
[BGIS] Records will be provided to the successful proponent.
8) Can the Arc Flash Study be provided so that the PPE requirements can be assessed before bid
closing? If the full study cannot be provided can the highest expected arc flash level be provided to
assess PPE requirements?
[BGIS] Arc Flash Study is not required.
9) Request for clarification in regards to the level of FSC required. Is the assumption that the level of
FSC that will be required for the purpose of the Electrical System Study and Condition Report, is
the FSC - Personnel Assigned (PA) at the level of Secret?
[BGIS] Security requirement is Reliability Only. Secret is not required.
