GOC325531 - Building Exterior Restoration - Repointing of Limestone Façade

Provide Full Consulting Services as per Appendix A & Scope of  Work indicated in this RFP:            GOC325531-Building Exterior Restoration - Repointing of Limestone Façade
▪Limestone exterior facade is Kingston limestone, needs additional pointing and limestone repairs to restore building exterior. Building is 156 years old.
▪Designated Heritage building-"Classified", ensure exterior features are preserved and comply with FHBRO requirements (see attached).  All work should follow appropriate practices for the restoration of heritage buildings and strive to protect and respect the facades and it's details. Only manual tools (mortar removal by hand) are allowed. No grinder & air tools allowed.▪Consultant to obtain a general understanding of the present/existing condition of the suspended parking slab, waterproofing systems, columns, walls and floor drainage system in the garage with respect to corrosion related deterioration and water leakage.
▪Option # 2 - i.e. Partial Masonry Restoration, Installation of Client supplied basement windows and Restoration of the Front entrance metal grilles was the selected option.
▪Masonry repairs to modillion brackets, local exterior façade stone repairs and repointing.
▪Repairs to the east main entrance and the north and the southeast stairs
▪Localised interior repointing of the perimeter foundation walls around basement windows and installation of the six (6) client supplied basement windows
▪Restoration of the metal stair grilles.
▪When applicable and only if construction extended in the cold months due to unforeseen / unknown existing site condition, GC to enclose & heat the exterior to permit mortar repairs to be completed at lower temperature.
▪Consultant must include mineralogical composition testing and lab analyzing cost to the existing and proposed mortar.
▪When developing the project further with the assistance of a Heritage Consultant, the details of the scope of work and the conservation approach guiding the project should be informed by Standards and Guidelines. Also, the project will need to be submitted to FHBRO for a formal review prior to tendering to Contractors for pricing. Regional FHBRO Review is estimated at 2 weeks and the FHBRO Intervention Report review is estimated at 3-4 weeks. City of Kingston Heritage Board must review all work (4-5 weeks).
▪Federal Heritage Review Office (FHBRO) recommended that the scope be broken down into phases (e.g. one facade at a time). As suggested in the action plan provided in the Screening Report, the cornice restoration could be done in the first year, work on the foundation and basement windows in the second year, and the repointing of the façades could be extended over a longer period if necessary.
▪Contractor to document repairs (provide series of site photos with corresponding description of areas repaired to include in the close out). Consultant to provide site photos with every site inspection completed. Consultant to initiate building permit application. Contractor to ensure close out of permit once project is completed.
▪Consultant to complete investigation and submit Investigation & Analysis Report (IAR) template to be provided, identify any emergency/health & safety maintenance requirements, provide budget estimates & develop/maintain Risk Assessment, Risk log with Mitigation process
