The objective of this project is to conduct an Infrastructure Assessment Study with recommendation supporting the assessment, so the client group can make decisions for future capital planning upgrades. The study shall provide condition assessment report of all major mechanical, and electrical systems. The study shall also include a condition assessment report of the structural and architectural components of the building.. Based on the study's findings, the Consultant shall prepare a report and recommendations that will describe building improvements that should, or may be necessary to be completed within the next 5 year and beyond. The report is to identify the component’s useful life, costs associated to recommendations for upgrade, and prioritize them based on the equipment performance, efficiencies and redundancies and also life safety and replacement schedule.
Consultant to retain the appropriate sub-consultant to perform commissioning related services on each building as part of the infrastructure study. Consultant to recommend the appropriate performance testing on each major piece of equipment in the RFP bid response and carry out the test and include the results in the study. The assessment should include a systems review and operator interview, detailed on-site assessment, examination of building automation system, and analysis of building performance in order to fulfill the following scope of work:
• Building Management Systems (BMS) – Provide a detailed review of the BMS. The review will include assessment of individual equipment controllers, main building control panels and operator interfaces and deficiencies will be identified.
• Energy Management Information System (EMIS) – Evaluate the possibility of integrating the existing BMS with an EMIS that would help to monitor and track the building systems performance over time.
As per the Requirements Document (attached), the study is to include a review on architectural, structural, mechanical and electrical, building envelope, code, elevator and costs.
Floor plans and relevant reports related to mechanical, architectural, electrical, structural will be provided to the successful consultant. Consultant to verify information on Computerized Maintenance Management System (CMMS) database and update as required.
The consultant must prepare an assessment for each individual project.
