GOC349092 – Heightened Security Plan
The project is to develop a Heightened Security Plan for the building in the event of another significant national security incident (ie. Parliament Hill shootings) where Ottawa issues a directive to federal government departments to implement heightened security measures. This plan would address such issues as additional guards, additional Post Orders, building lock-down, etc.
There are 8 government departments that are located at 800 Burrard Street as well as 2 private sector (retail/commercial businesses) located on the ground floor and public access to the (below-grade) parkade. Consultant to obtain buy-in from all the government departments in the building and the Landlord (Oxford Properties) that the heightened security response plan will be in effect should a significant national security incident occur.
800 Burrard Street in Vancouver, BC is 220,069 square feet and 19 stories. Government departments are currently located on floors 2 to 19 of the building.
Brookfield Global Integrated Solutions will manage the consultant to prepare the plan and Oxford Properties (Landlord) will implement the Plan.
This completed Heightened Security Plan will provide direction and support to building tenants and stakeholders in the following areas:
- Requirements for additional Security Guard Personnel upon implementation of the Plan.
- Enhanced Security Guard Post Orders specific to the location during the activation of the Heightened Security Plan.
- Specifically detail the access control requirements for access points to all five hierarchal security zones (per Treasury Board of Canada Operational Security Standard on Physical Security) located within the building and to all forms of ingress of the building envelope/site during enactment of the plan.
- The method and approach to communications during activation of the plan, including:
o How will site specific incident command/departmental leads communicate with each other during activation of the plan?
o How will Security Personnel communicate during activation of the plan and to who?
o How will tenants and stakeholders be provided information and communicated to during activation of the plan?
