GOC373682 - CS - Building Automation (BAS) & Lighting Control (LCS) System Replacement

A building automation & lighting control system condition assessment study was carried out by BPA in March of 2018 (GOC373681). The purpose of this study was to review the condition of the Building Automation System (BAS) and the lighting control system (LCS) currently installed for Les Terrasses de la Chaudière complex and prepare a feasibility report and an investment analysis report. The report includes descriptions of existing conditions and deficiencies with existing system and a strategic plan/recommendations for upgrading the system. The intent of this Project is to implement the recommendations provided by the consultant from their study and investigation and/or propose any other options that are better value for the crown.
 
For the HVAC Building Automation System (BAS) portion, the recommended option consists of upgrading the main central BAS network (backbone of the BAS system). All NCM supervisory controllers are to be replaced with the new BACnet compliant Johnson Controls SNE 22000 type controller to have the backbone of the up-to-date with current industry standards and fully BACnet compliant. The consultant recommends implementing the supervisory controllers upgrade while field controllers (N2 devices) replacement is recommended to be delayed for future fit-up Projects. The Project will see replacement of forty-one (41) NCM obsolete panels with BACnet SNE 22000 type controllers. The installation to include a complete new panel and mounting layout. Upgrading the centralized management system including migrating to the latest available version of Metasys platform, new operator workstations  and latest available version of interface software. The consultant shall refer to the study for more details.

•           All mechanical rooms ventilator, heating/cooling valves, zone transmitter, supply air temperature,    humidity, Co2 sensor would be available within one BAS system with Graphics.
•           Increased compatibility to BACnet for all points attached to the BAS.
 
The ventilation systems sequence of operation is to be adjusted to meet ASHRAE 36 Guideline where applicable. Support from the manufacturer for parts and service, including security and software updates (current equipment is discontinued). It is to be noted that this Project is not going to see an upgrade of the entire BAS system for the building, as that would include also the field control and end devices. Rather, this is only the backbone of the HVAC BAS system. This means, even after completing this Project, the facility would still have a partial profile of the building IAQ indicators. This means that the temperature of most rooms would still be controlled with existing pneumatic controllers. The temperature reading would be limited to few sensors throughout the floor for averaging to control zone supply air as it is done currently.
 
For the lighting control system (LCS) portion of the study, the recommended option is to deploy a new Lighting Control System with Ethernet Network and BACnet/IP capabilities to utilize the new network infrastructure and integrate with the modernized BAS system via BACnet/IP. This is achieved by replacing the existing Cristal lighting control relay panels and field devices in a complete (LCS) retrofit. The consultant shall review the study by BPA in detail in conjunction with carrying out detail site investigation to recommend a solution from the study that would be best suited for the Project. The new LCS shall be designed through performance specification, not based on a proprietary vendor.
 
Both existing building automation system (BAS) and lighting control system (LCS) are obsolete. Our existing DDC system dates to 1992 with a software upgrade in 2000. The system is partially pneumatic and partially electronic. A 50/50 split approximately.
The objective of the Project is to upgrade the backbone of the existing building automation system (BAS) to be BACnet compliant in order to replace the currently obsolete system. Additionally, the lighting control system (LCS) shall be replaced with a BACnet compliant system in order to replace the currently obsolete system.
